Yes, disabling mods does not cause the issue to disappear
Please explain your issue is in as much detail as possible.
If playing as a woman the 'Offer concubine' interaction to give a man a concubine cannot be accessed when it should be able to.
Steps to reproduce the issue.
1. Play as a female Pagan ruler
2. Have women in your court who are eligible to be concubines
3. Realize that the 'Offer concubine' decision is missing for all men.
4. Console kill yourself and play as a male ruler or switch to a male ruler via console
5. The 'Offer concubine' interaction appears again.

Fylkja Helga can't offer her brother a concubine.
Her brother Thor is able to offer his brother a concubine.
