Event can't fire anymore, as d_luxembourg doesn't exist anymore since 3.0.

I didn't test this admitedly, but the duchy title is OBSOLETE now, and while looking up d_luxembourg the search listed the event and the duchy title as requirement.
Which makes me assume it should be bugged.
