enatic succession doctrine dosesn't work as intended

Please explain your issue is in as much detail as possible.
I reformed my faith and chose the enatic clans doctrine, my succession changed as intended as well as my vassals.
But when i created new vassals they had agnatic succession laws and never switched, even years later, to enatic. It happened to me as feudal as well as nomadic, new vassals always have agnatic. It also happens when i give duchys to counts, who had enatic till that point, they switch to agnatic. The same with the creation of new clans as nomad.

Steps to reproduce the issue.
1. reform faith, choose enatic clans
2. create new vassal, give duchy to count level vassal, create new nomadic clan
3. look at their succession law
