An empire level title is missing the description. I think it is one created by nomads settling , but I'm not really sure as I'm playing with the Byzantine Empire and the Transoxiana area is actually not near my borders. The title name is the Ildeguzid Khaganate.
Steps to reproduce the issue.
Load the save and look at the Ildeguzid Khaganate in the Transokiana area.
