20+ opinion councilor Elder who has never been mistreated appears to be firing the "mistreated elder" event.

Steps to reproduce the issue.
Unknown. I assume that the event probably has an accidentally reversed check and is penalizing me for having a positive opinion (instead of negative)

Hello,

This is not opinion by itself that affects triggering elder's events but elders state (pleased or displeased). And to be pleased the elder should have >+25 opinion. In your case, if I understand correct, the opinion is 23, so close but not enough. So it's not a bug.
