Please explain your issue is in as much detail as possible.
My ruler is of the Visigothic Culture. He conquered a province with the Suebi culture which had already built the cultural buildings in the castles.
After the province flipped to Visigoth the buildings remain but are inactive. They are supposed to be destroyed when the ruled and province are of a different culture than the building.
So now I have useless buldings that block the construction of useful ones.

Nope. This was changed recently. Buildings are now based on culture province and go inactive if the province and ruler don't match. And I believe you can have several ones at the same time.
No, I can't ... until I scrolled down in the window that never used to have a scroll bar. And there it is!
Thanks. I never considered that a possiblility because that window has always been of fixed size.

Cultural buildings now is province culture based not ruler's.
If you conquer province you can use their buildings regardless of your culture. This is allow to use elephants in Norse armies.
But if your province changes culture to new one old culture buildings became inactive (but not destroyed).
You can build new one according new culture.
I've seen province with 4 and 5 cultural buildings. :)
If this province returns to old culture - old building would be active again.

I consider this behavior more rightful then previous. :)

Are you sure about this part? I believe they only go inactive if the province and the building don't match. There does not seem to be any dependency on the ruler's culture anymore, neither for construction nor for activation.
Right. Sorry. That makes more sense. To be honest, I haven't played that much CK2 lately.
