Please explain your issue is in as much detail as possible.
There is no cooldown for past historical crusades in start dates that happen after historical crusades. For example, the 1204 start takes place just after the historical 4th Crusade, but that one doesn't have a cooldown so the Pope can declare another crusade right away, and usually does.
Steps to reproduce the issue.
Play historical starts after the Alexiad one as Christian character, usually a Crusade starts within a couple of years.
