Please explain your issue is in as much detail as possible.
In EU4 after convert your CK2 game you will having "feudal nobility" goverment reform instead of unique "Russian principality" for Russian cultures. Because of this you cant use 3 abilities from Third Rome eu4 dlc.
You still can switch but get penalty 10 corruption.
Steps to reproduce the issue.
1) Convert game from 1337 to EU4
2) Start as Novgorod in EU4
3) Open Goverments reform tab
