Please explain your issue is in as much detail as possible.
I am Playing as Charlemagne in his start, yet despite having united and formed the Frankish Empire, conquered Saxony, and Taken Italy, and gotten the pope to 100 relation, the decision to form the HRE has not shown in the Intrigue Menu. I have tried the start a few times but the issue still occurs.

Steps to reproduce the issue.
From my experience, just start a 769 game as Karl and check the tab. I played to the end of the quest chain as well just to be sure.
