One line summary of your issue
CK II - Minor Titles not applying cultural variants correctly

Game Version
2.8.3.2

What expansions do you have installed?
All of the above

Do you have mods enabled?
Yes

Please explain your issue is in as much detail as possible.
A small curiosity that I can upon via modding that is not apparent in the regular game:

Minor titles (Court Jester, Seneschal etc.) only use conditional localization variants when displayed on a character, but the menu text in the minor title menu where you assign the titles seems to draw from the "base" name of the title.

So if new localization text is added that has a condition (eg. culture), the new text will show up on characters that have been assigned a minor title, but the menu will still use the "old" name for the title.

This is not the case for the council titles, where both the character text and the menu text follows any conditional localization text. Therefore it is probably not intended for minor titles to work this way, hence the bug report.

Steps to reproduce the issue.
1. Add conditional localization text for a minor title (eg. High Almoner) based on culture
2. Load up a character of that culture
3. Note that the title menu has the "old" name for the title
4. Assign title to a character
5. Find said character and mouse over them - it will show the "new" localization text for the title.
