Please explain your issue is in as much detail as possible.
As the zoroastrian Karen dynasty, I swore allegiance to one of my muslim neighbours, and faked conversion.

The option to found a religious secret society did not appear in my intrigue menu. I have the secret cults game rule turned off, so that the ai can't create societies, but I can.

The option still does not appear even in a test game with secret cults turned on.

Steps to reproduce the issue.
1. Start game
2. Play as zoroastrian/Karen dynasty
3. Swear allegience to nearby muslim neighbour
4. Check intrigue screen to see no found cult option
