It's because you don't have Rajas of India. It's not fair, and hopefully Paradox either blocks the reform if you don't have that DLC or allows it without the DLC.

I believe you need either RoI or JD to use heir designation with the Meritocracy doctrine.

I agree that it's weird. I think the restriction should be relaxed, making it so HF is also sufficient to use heir designation. Adding a warning in the doctrine description or blocking the doctrine would also work, I guess.
