CK II - [3.0.1] Cannot raise some vassal levies

Please explain your issue is in as much detail as possible.
Out of 1500 vassal levies I could only raise 150 for some reason. Since all my vassals had a 50+ opinion of me, and the game hasn't explained this with set rules, I have to assume this is a bug of some sort.

Browsing forums and steam pages hasn't provided any good answers so far, though several people said they had the same problem. This issue randomly fixed itself after a few in-game years, but was still troublesome as i had declared war on a rival kingdom, counting on these levies.

I think it's noteworthy that this happened in the first few years after becoming King, and it was exclusively dukes and most of my counts who's levies I couldn't raise (though they were very fond of me). Baron-tier vassals would still provide their full levy.

Most frequently, this happens because the duke's previous liege still has the duke's levies raised. (Either because you usurped the king title, or because your vassal duke inherited titles that previously belonged to another realm.)

This situation will end when the previous liege is at peace or landless, or when the regiments are completely destroyed in battle.

This rule is a common source of frustration and confusion. I don't know whether it's intentional. It should at least be tooltip'd, if not changed.
