Hi! This is actually working as intended. The special Baptism event text is about giving a special baptism to the future ruler of the Kingdom, which is not appropriate for a Doge. Merchant Republic leaders can still give a special baptism by targeted decision. It's just the event that doesn't fire, because it wouldn't fit for them.
