Please explain your issue is in as much detail as possible.
I was doing some console experimentation to see if I could create the HRE as a nomad from the 867 start date, which requires a German-cultured ruler. However, changing his culture via the console had no effect, even though the output reported a success. Since nomad succession is tied to culture, I thought that might have something to do with the government type, and the command indeed worked properly after console-swapping to tribal or feudal government; I didn't try any other government forms.

Steps to reproduce the issue.
Start a game as a nomad khagan, open the console, find your character ID.
Run "culture <khagan_ID> <some_random_culture>". The console reports a successful culture change.
Run game for a day to update displayed cultures. Observe that the khagan's culture does not change.
Set your government type to anything non-nomadic via the console, rerun the culture changing command, let the game run for a day. Observe that the now former khagan's culture does change.
