Please explain your issue is in as much detail as possible.
As a Bulgarian ruler I am unable to revoke title even if I have the right to do so and are not dependant of the council. Attached screenshots explains.

Steps to reproduce the issue.
It is present all the time.

There is another law for title revocation:
