Please explain your issue is in as much detail as possible.
When I open the launcher, none of the DLC's or other packs are highlighted (I think they're supposed to be). When I get to the main menu, all of the DLC's I have are highlighted (I don't have Holy Fury). When I try to start a new game, I can't pick either of the two early start dates, it states: You must have Charlamange/Old Gods DLC installed. When I go to start a game, it also say's "Steam Must Be Active", so I can't play on Iron Man.

I have tried:

Restarting Steam
Restarting Computer
Reinstalling Game
Reinstalling Game to different location
Deleting old saves.

Steam is active and online when I start the game, and I have synced my games (but not since Holy Fury was released).

Steps to reproduce the issue.
Open the game, click Single Player > New Game

I've fixed the issue.

It seems when I went into my account settings it prompted me to re-sync with Steam... Oops! Thanks anyway
