Please explain your issue is in as much detail as possible.
I find I can only hold Jashan-e Sadah once per lifetime. This is unusual since all other festivals can be held more often. It has been more than 10 years since my last time that I held it. This issue has been reported on reddit (by someone else).

Steps to reproduce the issue.
Hold a Jashan-e Sadah. Wait 10 years and if your ruler doesn't die, you won't see the option to hold another Jashan-e Sadah in the decision tab.

This's been reported on the forums a few weeks ago if I remember correctly. We've looked into it and fixed it internally already
