One line summary of your issue
Byzantine Empire counts as Feudal for the Diadem but not for a book

Please explain your issue is in as much detail as possible.
I made a Quality 4 "Keeping Feudal Court" artifact while a King beneath the Emperor of Byzantine. When I took the throne though, that book no longer functions. Here is the issue....
"Keeping Feudal Court"
(X) Has government Feudal

No big deal, I am imperial, so that makes sense. Problem comes when you look at the Imperial Diadem you get for being Emperor
Imperial Diadem
(*) Government is Feudal
(*) Is Emperor of Byzantine Empire

So, one artifact is disabled since I am not feudal, but one that comes with the title of Emperor requires me being feudal as well and is, obviously, active. I do not have any other artifact that requires feudal to test on, but will attempt to craft one and see what happens.

I think the different spelling "government is Feudal" vs. "has government Feudal" matters. The game doesn't really display it but there actually are "government groups" similar to religion/culture groups, and I suspect the crown is checking for the feudal group whereas the book is checking for specifically the Feudal government.

(This doesn't really have any bearing on whether or not this is WAD, and the tooltip could probably be improved either way.)
