Please explain your issue is in as much detail as possible.
A claimant to the Byzantine Empire was able to win a civil war. His capital county was not Constantinople.
He would revoke Constantinople by decision, give it to an unlanded courtier, who would become mayor for some reason (even though the character was feudal and the only holding was the barony of Constantinople). He would then revoke it again, by decision, and give it back to the same character. Over and over. Also weird was that the character was racking up more positive opinion of the emperor for getting the county than he was for having it revoked.
Steps to reproduce the issue.
Have AI ruler win civil war for Byzantine throne, without having Constantinople as their capital county.
