Please explain your issue is in as much detail as possible.
After conquest where you get all of the counties, and you give them all to your non-holder dynastic member, there's a very high chance, even if the character is martial based, that everything will become a republic. Now that this has happened, you as byzantine emperor cannot usurp other kingdoms or empires due to a bug because of another dynastic member is a republic.
Heck, when landing almost anyone they always chose a city instead of a barony, creating a republic.

Steps to reproduce the issue.
Start as Byzantine Emperor Basil in 867 date. Declare a holy war, win, land your family member with giving every single holding under the title you are giving. Now there's a big chance he's a republic. Crush Bulgaria and try to usurp - it won't happen.

After closer invistigation it's because of the imperial government not allowing to usurp kingdom or higher ranked. But the tooltip when trying to usurp the kingdom title is showing wrong, which led me to writing this bug report.
Tooltip something along the lines of: Cannot usurp when playing a Patrician or an Republic.

same problem, i found that if for example you win a holy war and grant a county to a landless character without having already delegated the temple and city holdings, they make the city their primary holding. also possibly related or not i have a republic who calls their castle a grand city despite not haivng any city holdings anywhere.
I only experienced this with Byzantine playthrough

I have experienced this playing as an Anglo-Saxon Petty King in 769. I created a ticket just about the same time as you did.

Huh, I thought it was only the Byzantine because they can now control Baronies and cities. Good to know @Samaha !
