The Black Death appears in 1321 (game started in 1316) on random world, with game rule set for Dynamic, which according to the text says it wont appear for 200 years after the start of the game.
Steps to reproduce the issue.
1. Launch a random world in 1316
2. Set Plague game rule to Dynamic
3. Watch plague start in 1321
