Please explain your issue is in as much detail as possible.
Starting in Sept. 15 1066 as Basileus of ERE showing 135 voting power for my eldest son, zero supporting, zero opposing. All vassals have negative opinion modifier due to Elector Titles Held. All five councilor positions are held. All commanders are assigned. Regent, Despot, Sebastokrator, and Caesar are all assigned.
Steps to reproduce the issue.
Start in 1066 as de jure head of Byzantine Empire.
