Please explain your issue is in as much detail as possible.
When the Aztecs appear and one or both the counties they target for their invasion event is controlled by a (reformed?) pagan ruler, they won't attack and just sit there. I believe this is because the Tribal Invasion CB can't target other Pagans from my experience playing cultures that can use it, and the invasion usually starts with two scripted Tribal Invasions. I was quite disappointed in the attached game when the pre-invasion event fired and I spent the next two years preparing, only for the invasion to fizzle out because I controlled both the target counties (you'll see ~100k Aztec stacks idling in both counties, one in Iceland and the other in Cornwall, where they've been sitting for over a year).
Steps to reproduce the issue.
As a (reformed?) Pagan, control all the possible landing sites for the Sunset Invasion
Let invasion spawn
Aztecs won't attack, just sit there.
