Hello,

Looks like it's a mods affected bug. Can't reproduce it locally. Does it happen on some specific start date or for all start dates?
Can you please double check that you don't have ANY mods enabled?

Does this issue persist when having Early Eastern Clothing disabled and HF enabled?

It might be the Steam issue, can you please try to delete both dlc047 and dlc074 from steamapps/common/Crusader Kings 2/dlc, and then verify the game through Steam, so that those dlcs would re-download.
