'Animistic' Doctrine not working as intended

Please explain your issue is in as much detail as possible.
The Animistic Doctrine says in the description that 'Upon turning of Age a Ritual happens'
Well that is true but as far as I could tell this Ritual happens ONLY when you are playing a child that turns 16 and costs some gold.
So in short: Either Ai Characters don't get the event or 99% of them Turn it down. Either way I have never seen another charcter in my realm with that buff, which really is a shame since the buffs are great!
This becomes a real problem when you realize that you can't even control your own children and how they decide resulting in (all of mine) not getting the event/turning it down.
Sadly if your old character dies and you take over as a 30 year old this event is not going to re-appear so you can do it yourself. You only have full control if you are the child that turns 15->16.
Either way this bonus is a major part why anyone would take the 'Animistic' Doctirine. If I am the only person that can take advantage of the event and only if I am the child that turns 16 then it's not worth it. If I at least could control my childrens decision when they turn 16 it would be better.
Steps to reproduce the issue.
1. Reform Slavic (maybe other too) faith
2. Take Animistic Doctrine
3. Play as 0-15 year old child
4. When turning 16 see event happen, get a BUFF
5. Now realize that you are the only one in your realm with such a BUFF.
