AI prefers Matriarchal Deposition cb to the point of never declaring actual holy wars if the enemy ruler if male and making tributaries out of tribal dukes with barely any income.
I'm not sure if it's specific to vassals or if any AI ruler will do that.
Steps to reproduce the issue.
1. Reform pagan religion with warlike nature and Enatic clans.
2. Have vassals powerful enough to declare wars on their infidel neighbours.
