This bug has been in the game since the introduction of India and Heir Designation. I first saw it on a post from three years back.
Steps to reproduce the issue.
As a Buddhist King or Emperor with Agnatic-Cognatic Succession, sire only daughters and then try to pick your heir. If you reproduced the glitch correctly, you will see the Designate Heir Button turn into the usual drop of blood without changing the heir.
You can load and immediately replicate the issue in the attached saved game.

This bug has been in the game since the introduction of India and Heir Designation. I first saw it on a post from three years back.
I know that this is an ancient thread, but the rules allow for people to ressurect old threads if they are encountering a similar issue and have something actually relevant to present to the debate.
I am experiencing this exact issue. My realm is Agnatic-Cognatic. All of my children are women. When I click the Designate Heir button, it changes to a drop of blood and nothing happens. This bug STILL hasn't been fixed.
Unlike OP, however, I LITERALLY HAVE HALF OF INDIA RIDING ON MY HEIR DESIGNATION.
