2. to a zealous Muslim character
3. to a character outside the diplomatic range

Also, somewhat related to this one of the buildings allows you to send whiskey. This is a bit ahistorical. Destillation was known in the middle ages, but mostly used for medical purposes. Whiskey only really became a thing in the 15th century. Brandy (distilled wine) may be a better choice
