Please explain your issue is in as much detail as possible.
I am a Khan under my liege, the Khagan of the Mongol Empire. I should be able to declare war on him to overthrow him, but it says I cannot declare war while I have troops in enemy counties where I lack holdings.

The problem is, I don't have troops in such counties. My liege only holds one county and my troops are not in it (or any adjacent county) and for what it's worth I don't have any troops in ANY county belonging to a different character.

This is quite game-breaking and is preventing my progress in this game.

Steps to reproduce the issue.
Load my save, try and declare war on Khagan Temuge 'the Bear' of the Mongol Empire (the player character's liege). Observe that the option is greyed out because of having units in enemy counties where we lack Holdings.

At a guess, I'd say this bug is occurring because:

a) The target of the war is my liege, and
b) My armies are stationed in nomad counties that belong to me, and
c) Nomad counties don't have Holdings.

If that's the case, then the conditions under which a nomad may declare war on their liege need to be revised.

One of the users in the Paradox Community discord (thanks, Fimͩcͤoͣnͩte) practically confirmed that my guess in the previous post was correct by loading up my save and moving all my Horde troops to my capital county (where I have my nomad capital holding) and then noticing that declaration of war was available. Moving all the horde troops into other realms or simply disbanding them all also worked.

I shouldn't have to do this to be able to declare war on my nomadic liege, however - especially since the move-to-capital fix would incur much attrition with large hordes.

This remains a serious bug, please fix it.
