Please explain your issue is in as much detail as possible.
Might be that I'm missing something, but if so, it would mean the tooltips descriptions are wrong:

I'm a Tribal West African ruler, and currently raiding my Tribal West African neighbour. According to both the Tribal and West African descriptions, I should be able to raid Infidel neighbours, but same-faith ones?


I witnessed similar in a previous playthrough as Slavic Tribe, albeit there I thought it was some obscure feature of the Warrior Lodge, given it frequently gave missions to raid same-faith neighbours.

Steps to reproduce the issue.
1. Start as any (?) Tribal non-reformed Faith.
2. Raid same-faith neighbour

I often play as Irish tribal Catholics, and you can definitely always raid other Catholics. Raiding would be pretty useless in Ireland if you could only raid infidels like it says in the tooltip!

According to the CK2 wiki, the "infidel" part of the raiding ability only affects AI behaviour, not the rules of the game, similar to how the "Can raid overseas with ships" ability only affects AI behaviour. As the player, you don't need to have that specific ability to raid overseas with ships: anyone who can raid at all can raid overseas with ships. And you can definitely raid anyone you want to, regardless of their religion.

Except now you don't get reduced cost for ships upkeep as Tribal. Which makes raiding with ships basically pointless due to the insane high maintenance cost.
