No titles have weights attached for Hellenic GHWs after the religion has been reformed which means if you select Heirocratic leadership, or if you select temporal and lose the election then the AI selects the target completely randomly.
Steps to reproduce the issue.
Reform hellenism, select GHW doctrine and Heirocratic leadership, wait for pontifex maximus to declare GHW.
