Please explain your issue is in as much detail as possible.
I HAVE NO EXPANSIONS INSTALLED, BUT THE NONE OF THE ABOVE OPTION IS LISTED AS ALL OF THE ABOVE. The game seems to not be able to generate enough random coats of arms for all of the provinces and characters. Some of the barony crests and minor dynasty crests don't load, and are replaced with solid black. The most clear example is the dynasty shield for the La Marche dynasty, but there are a few others.

Steps to reproduce the issue.
Step 1: Start the game. Note that the coat of arms generation takes much less time than it did in 2.8.
Step 2: Check for the dynasty shield of the La Marche count in the custom game setup screen.
Alternatively, one of these is for the Bishopric of Le Burgo in the new province of Osma, right next to Leon, and you can easily spot it in the Tutorial.

I have seen this with created holdings as Bohemia as well. Lots of new titles get all black CoA.

UPDATE: Paradox's proposed solution, deleting the gfx folder from your CK2 folder in your Paradox Interactive folder in your Documents, DOES NOT WORK. It proceeds to re-download the same incomplete file list after you do that.

That's not the proposed solution for this issue, as it is indeed a bug.
