Please explain your issue is in as much detail as possible.
Started in Ireland, obtained the Kingdoms of Ireland, Scotland and Wales, all running Tanistry. After a crusade, had enough Prestige and Gold to found an own Empire.
The new 'Empire of Ireland' was given Tanistry succession as well, but it has 0 Electors, and no option for me to elect/designate a successor, either.
Probably because the empire has no De Jure titles within it, since that's where Tanistry draws it's electors from.
Steps to reproduce the issue.
1. Have Tanistry succession law on your primary title.
2. Found an empire with no De Jure land via decision (possibly works with founded Kingdoms as well).
