3.0 Scottish AI Not Defending Itself Against Vikings

Game Version
3.0

What expansions do you have installed?
All of the above

No

Please explain your issue is in as much detail as possible.
When I play as a Scottish count in Viking era, the AI of my liege (specifically my King, though I don't know if my Duke has trouble too) doesn't seem to know how to defend itself.

What will happen is that there will be a Prepared Invasion of Scotland, or a Pagan Conquest of one of my territories, or something like that, and the AI will certainly RAISE its levies in defense. But it won't move them. I've literally had to defend all of Scotland myself with my 900 man army while 3K troops sit idle, time and time and time again.

I have two running theories. The first is that the AI is confused by having a Count who is a player character, and is trying to follow me but isn't allowed to because it's in charge of the war. The second is that the AI is trying to get on boats that are too small, because every time the AI is stuck doing nothing, it's doing it with 1 or 2 boats in the harbor next to the town its giant army is sitting in.

I've been playing almost nonstop since the DLC came out, and had no such problems before now. But ever since I decided to go into a 'hard mode' by playing as a count under several layers of liegedom, I've been repeatedly getting Game Overs because the Vikings keep conquering my territory without facing any resistance.

Steps to reproduce the issue.
1. Play as a Scottish count in the Viking era
2. Get invaded by Vikings
3. Offer to join your liege's war
4. Watch the ally units not do a single thing.

Oh, and if this helps: at one point, I tried restarting the game while the AI was doing this. For a very brief moment after it reloaded, all of the ally armies began to move, and then immediately stopped and resume standing idle in their hometowns.
