The current ruler's vote doesn't seem to be decisive in the election at the moment. See screenshot. Note that the second vote on the current heir was placed later, so it actually took precedence over the heir I am voting for.

Thanks for the report. I think I managed to hunt down the issue so it should hopefully make it for the upcoming patch.
