Please explain your issue is in as much detail as possible.
When in a regency, with the regent already holding a council position, when any action is planned that requires council consideration (due to regency: basically all), there's only 5 council positions displayed, with the 6th (the regent seat) opposing the decision because it's empty.
In previous versions (and assumed to be intended that way), a council member holding the regent title would occupy both positions and have two votes.
Steps to reproduce the issue.
1. Fall into regency
2. Wait until a council member gains the regent title
3. Try to instigate a council vote on anything
