I was playing as King Aurelio of Asturias starting 769. One of my vassals was plotting to kill me, I attempted to imprison him, failed, and he rebelled. During the rebellion one of my other vassals joined him (both count level). I won the rebellion and the initial rebel count was automatically imprisoned, the other rebel count, the one who had joined later, was however not imprisoned. I could imprison him without penalty but there was in the 50's% chance it'd fail and he'd rebel. I managed to get him. But yes so a rebel count that should have been placed in prison when I won the war, was not.
