Please explain your issue is in as much detail as possible.
Whenever I give lands to an unlanded courtier, they automatically become theocratic even though the capital of the county is a barony. This happened so much that I eventually got a tooltip stating "Can only have 14 (10%) counties in vassal theocracies - Currently 15 (10.2%)" when trying to give out counties. This is what first alerted me to the issue.
It seems to usually happen when I check "include lower titles" when giving out a county and there is a bishopric in the lower titles that can be given away. Though I've also seen it can happen when giving out a single top-level barony when all the lower holdings are already taken.
These problems had started right after I had reformed Hellenic paganism so I believe that might have something to do with it. I will provide the save of the game though it is an ironman.
I will include some screenshots of effected counties. One even shows a county where the only holding the character owns is a barony, yet he is a theocracy! EDIT: I just added another screenshot where I'm trying to give a top-level barony county to an unlanded courtier (the lower level holdings are all taken) and I'm getting that weird tooltip. It seems that it will happen with some courtiers, but not with others. I'd say it happens with 50% of them.
Steps to reproduce the issue.
1. Find unlanded courtier
2. Have county to give
3. Give this county to unlanded courtier
4. Even though top holding is a barony and courtier had no previous land, it will become a theocracy even when top holding is a barony
