Please explain your issue is in as much detail as possible.
Simple enough - A state that's listed as "Imperial" in the Government Type screen on a random world becomes just another Feudal Empire once the game itself starts.

Steps to reproduce the issue.
1. Start Random World with no adjustments to settings.
2. Find Imperial government through Government View
3. Start Game without changing Game Rules
4. Be a Feudal Empire

I have had the Byz empire in a non-random world also go feudal, but not at game start; rather it looks like upon installation of new claimants from civil wars. I noticed about 30 years into a game that they were no longer Imperial.

These may be similar issues, I don't know, but I can definitely confirm that imperial governments can sometimes get smashed into feudal govs (even in a non-random world) in an un-modded game.
