One line summary of your issue
[3.0] [PXTU] Problems with Enatic Clans Reform Doctrine

Game Version
3.0 (PXTU)

What expansions do you have installed?
All of the above

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
Generated Court for New Rulers Does Not Conform to Enatic Clans Doctrine:
When a character becomes newly landed and has less than five barons tier vassals that are also female, the character is not able to fully populate her council. This problem is easier to see in tribal holdings or counties with few holdings (kingdom of Lapland or Nenetsia). The court that spawns in the newly landed characters, regardless of the number of baron tier vassals, are all men and cannot be placed on the council do to the feature "male characters are NOT allowed in the council."

Succession of Holy Orders When Religion Has Enatic Clans Doctrine:
When the holy order for a religion with enatic clans becomes active, the holy order does not conform to the design of the religion. Granted that the holy order government type states "no gender succession laws," but only men can become leader of the holy order which contradicts the point stated in the religion of "men are entirely excluded from all positions of power." The Jomsvikings are exempt since they don't require reformation nor are they counted as a holy order government.

Formation of Varangian Guard After Reforming Norse Paganism with Enatic Clans Doctrine:
Nothing involving the Varangian Guards changes. The leader of the Varangians is still pre-reformed norse as well as the rest of his court. Sons can still ask to leave and become a Varangian which still grants a seemingly nonsensical -100 prestige penalty.

Formation of Hosts After Reforming Religion with Enatic Clans Doctrine:
Various men of a religion with enatic clans can still form landless hosts and wonder around the world.

I do realize that the Varangian Guard events are tied to the culture and not the religion, but since characters of the north Germanic culture group are very likely to also have the reformed Norse religion (depending on start date), it is still strange that the Varangian Guard just outright ignores a reformation with enatic clans (bonus points if the reformation takes place before the Varangian Guard is created). In fact, nothing related to the new reformation mechanics seems to affect the Varangian Guard.

In the first screenshot, the countess of Kainuu has a court of thirty men and no women. In the second, my son has formed a host post reformation. In the third, the Varangian Captain and the rest of his court are still heretics, completely oblivious to the reformation that happened before their organization was created. In the fourth, the leader of the holy order is a man when the religion has the enatic clans doctrine.

Steps to reproduce the issue.
Generated Court for New Rulers Does Not Conform to Enatic Clans Doctrine:
1. Start as a tribal pagan ruler.
2. Proceed to reform a pagan religion with the enatic clans doctrine.
3. Grant a tribal county to a previously unlanded woman.
3. Allow time to progress enough in order for the game to spawn the character a court. This usually takes a month or two.
4. The court should now be produced and likely consists entirely of men.

Succession of Holy Orders When Religion Has Enatic Clans:
1. Start as a pagan ruler.
2. Proceed to reform a pagan religion with the enatic clans doctrine.
3. Wait roughly three years for the event to fire where the holy order is established.
4. Observe the succession of leaders of the holy order over time (or start plotting the leader's death multiple times).

Formation of Varangian Guard After Reforming Norse Paganism with Enatic Clans Doctrine:
1. Start as a Norse pagan ruler.
2. Proceed to reform Norse pagan religion with the enatic clans doctrine.
3. Wait for Byzantine emperor to initiate the Varangian Guard (he likely does).
4. Have some sons between 16 and 40.
5. Wait for event where a son asks to join the Varangian Guard.
Bonus. Your daughters never ask to join the Varangian Guard even if they are obvious a better fighter than your son (good martial education, shieldmaiden trait, etc.).

Formation of Hosts After Reforming Religion with Enatic Clans Doctrine:
1. Start as a pagan ruler.
2. Proceed to reform a pagan religion with the enatic clans doctrine.
3. Wait for some time and then look through the various hosts on or near the player's realm. Some may be men of the reformed religion with enatic clans. The formation of hosts is more obvious if it is your son who forms one.
