Please explain your issue is in as much detail as possible.
Merchant Republics can't arrange Matrilineal Marriages even when following a Religion with Equality and/or having Absolute Cognatic Succession.

Steps to reproduce the issue.
1) Reform a Pagan Religion with the Equality Doctrine
2) Create a Merchant Republic with an Unmarried Female Hellenic character
3) Grant Independence to that Republic
4) Switch to it using the console.
5) Try to arrange a marriage
6) See that the Matrilineal Marriage option is not enabled despite the fact that the republic is using Absolute Cognatic succession and is following a religion with the Equality Doctrine, both of which should enable Matrilineal Marriages.

I would guess that the problem is Government restrictions on Matrilineal Marriages overriding the settings from Religions and Laws, when it should be the opposite.
