I reformed the head of the Pagan African religion and choosed the Enatic Clans doctrine and the Hierocratic Leadership. The first Head of Religion was a man.
Steps to reproduce the issue.
1. Reform a pagan faith
2. Choose Enatic Clans and Hierocratic
3. Watch if the High Priest is a woman or not (this may or may not work. Maybe it depends on the gender of the unreformed priest of a Holy Site that is chosen to be the new High Priest of the reformed faith.
