Please explain your issue is in as much detail as possible.
The Crusader King and Crusader Queen traits are available through the Ruler Customizer despite their definitions containing customizer = no

They are also available to non-christians, though this has always been true of Crusader and there doesn't seem to be any attempt to prevent this, so this last part might not be a bug.

Attempt to customize any ruler

Odd that it has a weight if it's not supposed to show up at all - are trait weights in the Ruler Designer procedurally decided? I know I've seen mods with like, "Immortal God King" types of traits with 0 weight, which would be a feat if they were decided by the game rather than defined by the code.

Those are procudural unless the trait defines a weight manually
