Please explain your issue is in as much detail as possible.
As a heretical Fraticelli ruler with a Fraticelli pope in Rome, it is impossible to declare repentence to lift an excommunication - Probably an oversight, as the tooltip says you can't be a heretic, but that might make sense for Cathars and other non-Papal heretics, but not for Fraticelli.
Steps to reproduce the issue.
1. Be a dirty Fraticelli.
2. Put a pope in Rome.
3. Piss him off, get excommunicated.
4. Try and appease him.
5. Find out that the Catholic pope is involved for some reason.
6. Despair for your eternal soul.
