[3.0] Insane Disease stack on shattered Tribal

Please explain your issue is in as much detail as possible.
Started a shattered "Tribal & Nomadic" demesne start (alongside several other randomized options, f.e. Religion and Culture). After blobbing to Kingdom level and reforming my local Faith (which apparently was Persian Norse? Gj on that, it's hilarious :D), I went for the achievement and formed a Republic.

Big mistake, because ~5 years after that, for 50 years ongoing, I've never ONCE had my capital without at least 1 epidemic disease. Most of the time it's 2 or more.

And apparently my realm is the only one worldwide suffering from any epidemics in first place. Which makes me assume it's related to Epidemics being spawned primarily in 'urbanized' aka 'non-tribal/non-nomad' provinces. And given I'm playing a tribal shattered world, and are the only ruler that has reformed to Feudalism/Republic, my realm is the only valid one for any disease spawns?

Suggestion:
Refine the disease spawn conditions to be less stacking, f.e. scale the frequency of disease spawns with the number of valid spawn countys.

Steps to reproduce the issue.
1. Generate a Tribal(&Nomad) Shattered World
2. Reform to Feudalism/Republic
3. Wait a couple years

I made a similar Bug report about this issue on shattered world, but for the reformation to feudal.

Even went back and recorded a cheated game setup (even with the ReaperDue rules set to have Fewer outbreaks) to see if it would reproduce, and it did. In a 10 year period my realm suffered 7 biological terrorist attacks (that what it seems like they are considering the hundred of counties on the map yet just my land was being targeted left and right one after another) while the rest of the entire map had 3.

On a side note I'm glad I'm not the only one who noticed this, I thought for a moment maybe I was just being paranoid and had horrible RNG on my real and cheated games, it appears not!

edit: Blargh, just gave up on the playthrough. It's just frustrating if half your realm is a minefield of 1k Supply provinces that will instantly wipe out a third of your army if it path's through them.

I noticed this on a random world that was mostly tribal/nomadic. My guess is that the game spawns epidemics 'globally'. That is every year it spawns x number of epidemics, and only after that decides where they should appear. Since epidemics cannot spawn in tribal or nomadic provinces, having either only one or very few possible places it can spawn will mean that those areas will have nearly constant epidemics.

It also means that later starts in the normal game will actually experience fewer epidemics in local areas, since there's more possible places for them to spawn.

I guess my suggested fix would be to maybe factor the number of non-tribal and non-nomadic provinces into the epidemic generation algorithm. If 90% of the world is tribal or nomadic, maybe only spawn 90% the number of epidemics so the remaining 10% doesn't suffer 10 times the number of normal epidemics.
