Please explain your issue is in as much detail as possible.
I am running elective gavelkind succession law and have just one vassal bishop, meaning there are two votes cast for the successor, mine and my vassal's.
The current heir is always the character the bishop is supporting.
Either my vote, as the liege, should always win ties (the tie break rules makes the leige's vote worth slightly more than a vassal's vote), or the winning heir should remain whichever character was the selected heir before the last person changed their vote, leading to the tie (the tie break rules make all votes truly equal).
Currently the vassal's vote is apparently worth more, which makes no sense, at least without some sort of in game explanation as to what the logic is. It's also very annoying when the vassal can't make up his mind due to shifting traits and opinions.
The only value my vote currently has is to give is try to sway my vassal to vote for the heir I want, but the final choice is always his.
Steps to reproduce the issue.
1. Start as the Duke of the Isle of Mann in the earliest start date
2. Change the succession law to Elective Gavelkind.
3. Build a temple holding and grant it to another character, creating a bishop vassal.
4. Have multiple eligible heirs.
--> 5. The current heir will always be the bishop's choice.
