Please explain your issue is in as much detail as possible.
There's a duchy in the levant ruled by catholics but vassals of a muslim sultan that have clearly had the event where holy orders have asked to build castles in their lands, and they have accepted. I think you'll agree that that shouldn't be a thing, holy orders shouldn't be able to ask catholic rulers under muslim dominion if they can build castles in their land, and then go ahead and build crusader castles in the territory of muslim states.
