Please explain your issue is in as much detail as possible.
Playing as King of Leon, the VASSAL opinion modifiers from my Crown Laws are being applied to characters outside my realm. After checking several dozen characters of varying types, it appears that the +10 for Free Investiture is being applied to all Catholic title-holders (except the Pope, who has the normal -30), and the -5 for Low Crown Authority is applied to all Feudal title-holders, across the entire map. This includes both independent rulers and vassals of other realms. Non-landed characters do not appear to be affected.

Steps to reproduce the issue.
No idea, present from game start, 1066 bookmark.

Crown Laws apply on the entire de jure territory of a kingdom or empire even if it is not part of the de facto territory. Might it just be that those characters with the opinion modifiers are inside that de jure territory where your law applies?

No. I checked from one end of the map to the other. Rulers and vassals of France, HRE, ERE, Hungary, Abbasids, several middle eastern muslim realms, Pechenegs (not affected being tribal pagans), several Indian realms, and MANY other places with different religions and governments. It's applying the Investiture modifier to ALL landed Catholics, and the Authority modifier to ALL feudal landholders, in the entire world.

Also, after starting several new games, I can confirm that the issue exists from game start, 1066 bookmark, playing as default rulers of Leon, Scotland, England, France, HRE, Norway, and Hungary. All of which strongly leads me to suspect it is universal to Catholic Feudal Kings and above at least.
