Please explain your issue is in as much detail as possible.
Since there are now traits with government in "potential", changing government should re-evaluate trait eligibility.
It is possible to force a re-evaluation by changing religion or by save/load, but this should not be necessary.
Steps to reproduce the issue.
1. Play as a Finnish pagan
2. add_trait kinslayer
3. set_government feudal_government
4. religion norse_pagan
Expected: tribal_kinslayer trait should be removed at step 3
Result: tribal_kinslayer trait is removed only at step 4
